power steering problem

I have a 1988 volvo aq151b, 290 outdrive. Power steering actuator does not seem to be working. Pump seems to be circulating but hard to steer. Nothing is leaking. Question is can actuator be replaced with different newer version as the one I am using is not made anymore.

Disconnect the steering cable from the outdrive. Then see if you can move the outdrive itself. Many times the bushings in the steering fork freeze up on the shaft. Or, the steering cable is froze inside the aluminum tube, or the steering cable is bad itself.
Very seldom does the steering actuator actually go bad, but they do, so check the more obvious problems first.

Thanks for the reply. I have checked the cable and the bushings, applied grease and they appear to be ok. I'm sure the actuator is the problem but can't find the one I need. I don't think its made anymore. I did see a used one a ebay for $400. I hate to pay that much for used. Can a newer different actuator be adapted to work without too much headache?
