Power Steering Overheat

1998 Volvo Penta 5.0GLPWTR

After boat has been running 5 or 10 minutes (not driven) power steering pump starts squealing
As it gets louder it starts regurgitating boiling hot fluid

I am new to this boat and saw it has a power steering cooler. While fluid is super hot I cannot imagine
it getting that hot that fast because of a cooler (Is this a good assumption?

I also read that raw seawater pump draws water through drive and sends it through power steering cooler
before it heads to circulation pump. Therefore if water passage in cooler were blocked engine would overheat
If power steering line in cooler was bad I would be losing fluid and it would be exiting with exhaust (make sense?)

Therefore I am guessing problem is pump

Any ideas?
