Power Steering Issue

I have a Volvo Penta GL 3.0 in a 22' Stingray. Today when out on the water, I turned the boat sharply and when I did, the steering wheel appeard to "bind" up. I realized it was not binded up becuase I could turn it but I had NO power steering. It took all the strenght I could muster to turn the wheel. Once I slowed speed, the power steering came back. A little while later, the problem seemed to be getting worse. Now when I throttle the boat to get a skier out of the water, the power steering goes away but comes back once the RPMS come down and the boat levels out. I'm thinking may low power steering fluid is the cause but am looking for someone on here to weigh in on the topic becuase I am not very mechanical. Thanks in advance for any input.

I figured it out on my own. In case anyone else has this issue, I found that the Power Steering belt was lose and when the engine was torquing at a high rate, the belt was slipping and the pully on the steering pump was not even turning. Tightened all that back down and it now works fine.
