Power Steering Actuator Valve Not Actuating

I noticed that my steering should move more easily so I took it apart to clean. I took the steering cable off the linkage to clean the tube and lube the rod. I noticed that the wheel actually turns really good without the outdrive hooked up. Then I wondered if my power steering is not working right. So I started the engine and moved the nipple to the left and right. It barely made any movements and when i did it only went to turn to port . In no way was it turning starboard.

I have another actuator from a donor outdrive that I started to take apart to check how it works. The pump is new and I now works. I swapped over the relieve valve on the pump as well so I know this is right. How can I trouble shoot this. Rebuild kit or new valve with cylinder?

Engine is a 1990 4.3L Mercruiser

Ayuh,..... Swap in the other unit, 'n see if there's a difference,.....

False alarm. It is a swivel unit and I just rotated it around. Once I pushed it forward and backward it worked fine. You actually have to move the stud and not rotate it within the ball socked. Now I understand how it works. I will keep the other as a spare since I don't want to buy a new unit. They are expensive
