possible electrical problems

ok i think i messed up bad this time.......I was running off shore when my thermostat housing came loose from the block.....after carefull examination i found the bolt hole craked so i could not tighten the bolt. I took it to a buddy of mine who is a metal fabricator and a welder.....the problem is the bateries or the ground were not un hooked before he rebuilt it with a weld...I now have an altinator that i know puts out a charge but only shows 8-10 volts on gps and volt meter. i am very concerned that i may have other electrical issues. my wipers quit working and various other things that are fuses im sure. i have a 1989 bayliner trophy with a volvo 230. hmmmmmnot sure were to start

And just How do you Know it's Charging,..??..??.......

IF it were Charging,...... It'll be showing 13.6Volts,........ Not 8 to 10 Volts.......

At 8 to 10 Volts,...... I'm suprized Anything works.......

i agree with you bondo 8 to 10 volts nothing sould work but it starts the output volts are 13.6 and altinator was tested at autozone. it is very weird

I expect the welding may have caused electrical problems. Did he ground to the block, then weld on parts bolted directly to the block? A stick machine has ~80 volts open circuit, a mig welds with ~22 volts. Either one can do damage if touched to engine electrics.
