POS won't start

I have a 5.0 GXI-E motor. It had little water in the tank so a mechanic came in to pump it out. I'm not sure what he was doing, but apparently he was cranking it for the fuel pump to pump all the gas out. WELL, now when I turn the key, there is no noise (normally when I turn the key, I would hear a warning noise and then fuel pump would kick in). Now there is no warning noise, and nothing happens. When I turn they key to RUN, the starter kicks in and cranks the motor but again, nothing happens, it won't start. What could it be? Thanks for help.
PS. there is no power going to the fuel pump, there is no spark, all the fuses and relays are good.

Sounds like your mechanic screwed things up.
Have you checked fuses and circuit breakers? Both on the engine and at the helm?

PS, your ignition switch has 3 positions. Off, run, start. When you turn it to start the starter will crank the engine, when in the run position it will only power up the ignition and fuel pumps.

at the helm? There is one fuse box on top of the engine... thats all i found.
Yes when I turn the key to ON, nothing happens, when i turn it to RUN it cranks but that's it.

Sometimes the boat builders add a fuse between the I (ignition terminal) of the switch, and the gauges or engine.
Do you have a safety kill switch and the lanyard clip installed?

There is one fuse box on top of the engine... thats all i found.
When you turn the key to what you call ON, do you hear any clicks from the relays in the box?
You did check the fuses in that box on the engine didn't you?

I check and there are no additional switches installed. There is a kill switch next to the throttle handle just in case driver falls out of the boat.
When the key is turned to ON position, there is a single click from on of the relays.

When you turn the key to ON, two relays should click, both B and C in the picture below.

B should click on to run the fuel pumps for two seconds, the shut off. If it's not clicking, check the fuel pump fuse with a meter, and swap relay B (fuel pump relay) for the spare D relay and see if it works.

C clicks once. B does not. I placed a new relays in B and still no change. No clicking from B.

Have you checked fuse F7 in the drawing? Check it with a meter, don't just look at it.

Get a test light, hook it to a good clean ground on the engine, and touch the ends of the F7 fuse to see if you have voltage to and from the fuse. There actually is an opening you can touch with a test light on the ATO fuses.

The bad thing about the GXi-E engines, is that Volvo forgot to make wiring diagrams for them. There are diagrams for D and earlier, and G and later, but nothing for E.

If you can, it would be handy if you could pull all the relays out of the engine fuse box and take a picture so I could see the terminal layout of the relays, then I could tell you how to check it out.

The layout is identical to the diagram attached above. I'll try to snap a picture tomorrow and use a test light to see if there is power.

Check the grounds?
Fuse panel under the dash?

Pull the fuel pump relay out of the socket, then check to see if you have power on the 30 and 86 terminal of the socket.
You can also jumper between the 30 and 87 (two large terminals in relay socket) and the pump should run.

Was hoping to get your picture so I could show you which socket terminals that was.

Here is a picture of what I think the socket of your relay looks like.

Try jumping it - I'm not positive of the cause on this but a customer had ran his tank dry and I was having the very same problem. He had fueled then I cracked the fuel line to bleed the air by jumping the relay. Tightened the fitting and the engine started and ran fine. My thoughts were that the pump won't run dry or it only runs in certain psi ranges..... This perticular boat had more serious problems so I didn't dig too much into this since it was running
