Port temp sender test on J90plsct

I have been having issues starting my 2003 90 hp johnson for some time and have been going through some trouble shooting.
I have pulled the Port temp sender (Smartstart temp sender) to test.
Im pretty sure there should be a resistance across the sender. Im getting open circiut on any ohm setting.
Am I testing right? Should i be testing from brown wire to white?
If this sender is faulty would this be causing the issues Im having. ie what does this sender make the outboard behave?

There should be no continuity between any wires and ground when the sender is cold. The white/black wire is for Quick start and the brown wire is for over heat. They only come into action when the motor is running. You have other problems.with the starting.
