Poor Running Johnson 4HP

Hello, I have a 1969 Johnson 4HP outboard that I am having running issues with. when running it in a bucket of it does not rev unless kept at full throttle for awhile. also when it finally reved i went to turn the throttle down, and it shocked me pretty badly, would this be stator? There is a nick in the sparkplug wire could this shock be from that? your input would be apreciated. Thankyou.

A nick in the wire touching bare metal could do it. You need to fix the faulty plug wire and make sure the plug wires are properly routed. They should go in front of the fuel pump and the pass between the block and fuel lines before being connected to the spark plugs. After correcting the wires see how it runs. If it still doesn't run right clean the carb next.

Fire it up in the dark and you will find errant spark a lot easier. Have a friend operate the throttle until it's found. LOL. Great little motors. Best of luck. Rick.
