I have a '95 200 Mercury EFI that has no hole shot. I've changed the ecu, throttle position sensor, spark plugs, fuel pressure reg. Still have no low end power, the compression is good on all cylinders. I live at 6000' above sea level and I'm not sure what the timing should be at Idle.
