was recently given this console. Can anyone tell me where to get a bezel or insert so I can install steering.

That almost looks like it had hydrolic steering. Seastar comes to mind.

I've searched everything I can think of to find anything in that shape. I was wondering if its possibly a tilt steering of some sort?

Could be. You may have to modify it to fit what you have/need.

I'm going to buy a new cable so I guess it would just be a matter of filing in.

On my pontoon I think the plastic shell is just a pretty cover over an unattractive plywood "cabinet". I'm pretty sure it's a completely closed box with cutouts for steering, radio, gauges & switch panel. Behind my steering trim collar is plywood covered with the same vinyl that covers the bottom half of the helm.
In any case it appears the cutout shape is the same & I have ordinary Teleflex cable steering.
