pontoon cover...again

I guess I'm mentally challanged but I am still confused about what size cover to order for my pontoon boat. I contacted a couple of dealers and for some reason they all want me to measure from the transom to the front of the boat, right down the middle. This is an older (1989) pontoon boat and is classed as a 20ft, but the deck is only 16ft in length X 8ft wide. According to these reps the covers come in legths such as 16'6', 17'6" etc. There is an overhang of approx 2ft, front and rear, where as the toons are longer than the deck. If I measure from the transom to the front I think I will have 2ft of excess material at the rear of the boat. I am thinking a 16'6" cover is what I need. What do you guys think? All opinions are welcome.
