What seems to be your problem with surface gap plugs? Most of the time when I hear this comment there is something else wrong with the engine. Mercury has used surface gap plugs for an extremely long time and I see very few true spark plug failures.

lower plug keeps fouling and dying. if i remember correctly adjusting the lower carb takes care of the bottom and middle cly. i dont want to go too far lean. maybe a hotter plug on the lower cylinder may do the trick?

use NGK-buwh surface gap ONLY.

motor was designed SPECIFICALLY for this plug. merc has been using these plugs for 40 years.

On mine (1993 60 Merc. 3 cyl ser.0D074327) some sources says BUHW surface type when others says BU8H-N-10 electrode-type. I've runned both with no visible difference.

The factory service manual say that they came from the factory with surface gap type BUHW but that they can be replaced by electrode type BU8HN10, gaped to 0.040.

So both types are probably fine.
