Please Help!

I attached two photos at bottom, in hopes of some basic assistance. This is a 1985 25 HP Evinrude. I cannot figure exactly how to re-assemble the spring (#119 on drawing). Does the small straight section of the spring go into the little hole below the screw hole? It looks like the spring is turned around in the drawing. I assume the looped end of the spring goes around another part somehow.
The bolt (#112) does go through the center of the spring right?
If someone can take a look at the photos and give me an idea of how to assemble these items, I would certainly appreciate it. I am trying to assemble part numbers: 111, 112, 113, and 119.

I am not an expert but...

I believe the bolt will go through the handle, then the spring, throught the top of the movable track and into the bolt hole. The tiny hole below the screw hole is where the straight end of the spring goes and the bent part of the spring on the movable track.

The spring would engage the tilt lock, automatically locking the engine inthe up position and the lever/handle is to manually drop the motor.

First, thank you for your help. I tried assembling exactly as you had written. However, if I run the bolt through the spring, the short straight section of the spring is a long way from the tiny hole (beneath the bolt hole) and will not reach it. In order for the straight section of the spring to go into the tiny hole, the bolt cannot be run through the spring. Once this is figured out, I am glad to know the bent part of the spring attaches to the movable track. So, I still humbly ask for any assistance that can be provided.

Your spring must be bent or misaligned, or we are missing something here. The spring, #119, will be the first thing you put on, inserting into hole. I dont believe its the straight part of the spring that is inserted into the hole either, rather the bent section. Then run the shoulder screw , #112, first through the lever support, #111, then through the support for the tilt lock bracket, which you have labelled as "movable track", finally through the spring and into the swivel bracket. But as I said, the spring will be the last thing that the bolt goes through before entering the swivel bracket.

I ordered a new spring and the bolt. So they should work. I cannot make the bent section of the spring fit into the tiny hole. If I could, the spring would be out of whack. I am certain that even the straight section of the spring would not fit into the hole, IF I ran the bolt through the spring. It appears to me the spring was not supposed to have the bolt running through it. Any other ideas or help?

Going strickly by the IPB diagram you posted, it looks like the bolt #112 goes through the release handle #111 then through the bracket #113 then through the spring #119. The straight end of the spring rests on the outside rear part of bracket #113. The bent (90*) end of the spring goes into the small hole to trap that end of the spring. The purpose of the spring appears to be to push the bracket forward when tilt travel reaches the slot at the bottom of the channel in the bracket to lock in place. What I cannot see in the IPB or photo is what travels in the slot, but I suspect there is a stud or bolt on the hidden inside of bracket #48 that hangs on the transom.

I dont think there is any doubt that the bolt goes through the spring. I have looked at my engine, OK its a much smaller one but there is a similar spring and it has the bolt passing through it
