have a 86' Renken 3.0 I/O with OMC outdrive, changed solenoids x 2, changed tilt motor, pulled clutch pack (no water) cleaned and rebuilt according to book, tested without clutch pack in and it spins fine, put new nylon washer on worm gear shaft, new o rings and gasket (shim) put back together, adjusted with allen wrench until clutch cant be spun by hand, (cant find the instructions for final tension adjustment) oiled, and it just clicks at clutch, took off brass gear on outboard, and the clutch unit spins nicely, put back on gear and click at clutch.

Will the leg move with someone hitting the switch while you lift on the outdrive? Have the pivots been cleaned and greased? Old grease and gunk could be gumming up the pivots and not letting the drive tilt freely. Just a thought.

put 2 gaskets under the tilt clutch cover. I'll bet you just put sealant. Those gaskets are shims that space the cover out to allow the clutch assembly to turn. No sealant necessary, the o-ring does the sealing.

Sounds like your motor is 85 or older and not a 1986.
On the 3.0 stringer drive one of the two post above should fix it.
