PLEASE HELP MERCURY 1150 115hp 1970's motor

i just bought a boat, and im having some trouble trying to start it.

i hooked up a battery charger / starter to it and tried to start it, all that happens is the starter spins but doesnt jump up to crank the egine,

is it from not enough power from the battery starter??? please Help

Clean and lightly lube the shaft that the bendix rides up and down on.

Get a battery, the starter does not have enough AMPS to turn over a motor.
