Please help her run right

I have no response to throttle changes, doesnt rev up when I give it max fuel, and when I put it to the slowest setting, it slows, then climbs a bit, acting like its starving for something. I have cleaned the carbuerator/fuel pump twice, replaced the spark plug and fuel lines. This is a 5hp Tohatsu pull start w/tiller. Any ideas????<br /><br />Thanks

Check compression and spark. If those are good, then it's a fuel system issue.

Is there any back spray from the carb when you try to rev?Try checking the exaust ports sounds like the engine is not breathing properly.

Fuel tank
Fuel tank cap
Fuel line
Fuel connectors
Fuel pump
Carburetor
Reeds
Fuel

If it's not the ignition system or a mechanical problem then it should be one of the above. How long have you let the carburetor soak in the carburetor cleaner?
