Placement of water separator/fuel filter

I am looking to install a water separator/fuel filter in a 2002 Triumph 170DC with a 2 stroke 70HP Yamaha. Should this filter be installed between the tank and the primer bulb or between the bulb and the engine? I have been to two marine service shops and each has differed on the information as to the correct location for installation.<br /><br /> Thanks!

I put a primer bulb in each location. tTe one before the filter is to help prime a new filter if I need to replace it on the water without having fresh gas to prime the filter first. The one between the filter and motor is the one I prime when starting the motor.
