Pins Won't Move

I have a 77 115 Evinrude 115793 it does not have TNT but the lift assist pistons the bottoms rotted of the mounts. I need to change them I have a good pair to replace them with. The problem is that the upper right pin I cant move it so I may remove the piston. The cotter pins were so rusted that I cut the end of the pin off flush........The left pin I was able to punch it out.....
