Overheating

Hello guys. Please forgive my ignorance as Im new to the boating Life. I have a Tohatsu 15 hp 4 stroke outboard. So yesterday while heading to Shore I noticed the motor wasn't peeing and started to over heat. I shut the motor off paddled to shore. Quick Google search said check the the tell tales for blockage or impeller. I cleaned the tell tales and changed the impeller. BTW the impeller wasn't ripped or broken just really soft around edges. Started back up and water started coming back out the tell tales and then I noticed water coming out the wash down hole as the wash down plug was missing. After a few minutes it overheated again.
My question is, could that be the reason I overheated in the first place? And if the wash down plug is missing is it normal for water to come out? Thank in advance for all your help
