OVERHEATING Volvo penta 131d

Hello guys i have done alot of research into the cause of my boat overheatingsand just have one question.. i have come to the conclusion that air is getting sucked in the outdrive on the sea water pump intake. I duct taped the fins on the outdrive and put water pressure to the intake side and i notice water spraying out just under the goose neck seal ( not the seal but under where the outdrive pivots left to right ) Is this normal or should there be a complete seal at this point in the picture???

Pull off the gooseneck, and look at the gasket/seal under it.

my problem is the seals on the shaft below where the water flows through at the pivot point, not the actual gooseneck seal... im ripping the outdrive apart right now.
