overheating mercruiser 5.0

I have a 1995 27' Rinker w/ twin 5.0 mercruisers and one engine is overheating. Both motors have new mainfolds,risers, water pumps(circulating and drive) and thermostats. Yesterday I again replaced the lower unit pump and housing and checked and replaced the connectors to the water tube. Before re-assembly water passages were flushed with a hose and had good flow. I also pressurized the incoming line from the boat to the water tube that the drive water pump attaches to and no leaks. Still hitting over 200* and verified with infared thermometer.
I'm wondering if water could be by passing inside thermostat housing? Niether engine has the little ball checks on the outlet to the risers. Should I try new housing or install the ball checks? Also props and ignition timing and compression have been checked.
Running out of things to check and try.

Ayuh,... You must still have a blockage Somewhere,....
The Alpha 1, Gen.IIs don't use the check balls in the T-Stat housing...

The question I have has anyone ever seen a thermostat housing that may have corroded through internally and is bypassing? Why did older models have the spring checks in the thermostat housing and new models don't?
