overheating and alarm

1991 Yamaha ELRP 15 HP Overhearing and alarm went off. Replaced water pump and lower seals. Still had problem. Removed the head and found it blocking water flow with salt deposits. Cleaned head and ready to install.
My question is there anything behind the exhaust plate to clean? I started to remove it and only got one turn on the bottom bolt and it bound up I am thinking they may seize and break. If I don't have to remove the plate I will be very happy. Thanks

DO NOT remove the exhaust cover plate. You will break off most of the bolts. Put it back together as is and see if it works. regards FRED
