overcharging then discharging 40 horse

i have a 1994 merc tha was overcharging a couple weeks ago then yesterday starded discharging and wouldnt start, been hearing chattering nois under dash

last year when fishing, would hear chattering noise under the console[under steering wheel, all the wiring etc.] is at. then noticed a few weeks ago it started over charging but would sometimes go back to normal. then 2 days ago it started discharging, next morning battery wa
s dead.gauge would peg over, now discharges.wonderd voltage regulater, or ? this is a 1994 bass tracker with a 40 hp. mercury all battery connections seem tite.
