Over propped or something else?

I have a '89 Baja 19' w/ 4.3 OMC. The weight is around 2450 #'s, that's with a full tank and just me on board. Every since I've bought the boat I can't get over 3500 rpm. The manual specifies reccommened range of 4200-4400 rpm. The prop is 15x17. Is there other simple things that I could check for that would be limiting the rpm's before buying a lower pitch prop. I'm only getting 31.8 mph(gps)out of it and thought that I should at least get to around 40mph. Thanks in advance for your opinions.

has the motor evevr been fully tuned up to the orginal specs with new everything<br /><br />cap ,rotor ,wires ,plugs , fuel filters ect<br /><br /><br />tommays

That's a good question. The person that I bought it from, had the reciept from having it "summerized" right before I bought it. But it didn't go into detail of what was done. A tune up will be the next thing on my list, even if it doesn't fix the problem, I suppose it'd be a good thing to have done.

are you trimmed out when you are driving? As a new boater I had the same issue where I couldn't get my RPMs up to the WOT specified range. Then someone showed me the whole "trimming out" idea. As I trimmed the boat up, the rpms also rose as more of the boat was out of the water. It was an "ah haaaa" moment.

That is the best prop for ski'ing.your rpm's with it should be at least 4500-4700.
