Welcome to iboats!

My wife and I always overnight here.:p

I don't think there are any extra rules in the Finger Lakes beyond the regular NYS ones. You have to display a white anchor light unless you are in a designated anchorage area or tied up to a dock. You can take a look here for more info about the area.

Welcome to the world of boating at night, I do alot of night fishing on the St Lawrence river and Lake ontario and when Im done it is so peaceful to just sleep in the cuddy. Let me recommend that you take a little extra precaution about the lighting. I understand its only required to have the anchor light on, but if you have the ability to light up the sides of the boat, you would be much safer. I like to use a couple of the solar walkway lights placed close to the surface of the boat. I see alot of boats flying at night on the water and I myself will cruise on a slow plain and it can be surprising how the anchor lights sometimes look like they are on land and then seem to suddenly get close. Maybe it's just my boat but when navigating the lights on my boat reduce visabilty. The stern light alone lights up everything from the windshield back, the instruments light up the windshield further and the bow lights illumnates the front railings.

Every single state publishes one of these. Familiarize yourself with the regulations specific to the state where the body of water you are boating in is located. Each state's regulations vary:

http://nysparks.com/recreation/boating/documents/NYSBoatersGuide.pdf

Also review this:

http://www.dmv.com/ny/new-york/boating-license

"New York requires a Boater Education Card for boaters, and not a boating license. The regulatory authority for the card is New York State Parks."

Note that a boaters education certification course would include this information as well. I strongly suggest you take the boaters safetry course and make sure you are compliant with the regulations for the state you are boating in.
