Outdrive won't go down

After further investigation, I find the Volvo Penta outdrive is a 1983 280. The pump system is an AQ 120. Again the motor runs, and the relays both work. Last raised at 6,500 feet altitude at Lake Tahoe, then at sea level it would not go down. Is a hydraulic fluid "vapor lock" a potential? Is repalcement still the best choice or could it be rebuilt if I order the parts? Looking for the least expensive rout. Thanks for yor replies.
