outdrive or shift cable

75 volvo penta 130 w/ 270 outdrive. When drive is engaged, it slips out of gear near 2000 rpms and stops pushing the boat. When I slow the motor back down, it kicks back in and will push slowly. Speed back up and it kicks out again. I have taken the cover off where the cable connects to the shift rod and the rod turns a little as it engages into drive and looks as if it is maybe not pulling as far out as it should. Could this be simple to fix or a sign of more serious problems with the outdrive?
