Outboard wont shift from reverse to nuetral

My 03 Johnson (J25TESTR) will shift fine except from reverse to neutral. It will go from reverse to forward and forward to neutral. What would cause this?

Not following your explanation. Has to go to neutral before it will go into forward from reverse.

Going to work on that today, motor is at a relatives house (I live in an apt). The motor will go from N to R but when you shift to N from R it just stays in R even though it's in the N position. Then if you push it forward to F position it will shift right into F.

So the shifter lever move normally, just doesn't actually shift into N from R. I'm confusing myself now lol.

Check the throttle settings as well. There should be a mechanical lock which prevents shifting if the throttle is set too high.
