Outboard Transom Bracket Screw and Pad Install Questions

Hi

I have to replace a bent outboard bracket screw. Part #14 in the diagram. The screw needs to have a pad installed. The pad needs to be installed after inserting the screw into the bracket. It looks like it should be penned on. I can not figure out how to do it. Has anyone had any good suggestions for me?

Since the engine clamp spins as you tighten it and the pad will not. It is a "pressure" fit and once you use it the first time the screw portion will pop into the pad and remain there. It is not pinned on and the pressure alone will hold it there. It will be captive.
