First and foremost make sure the lanyard is in position, if equipped. Make sure your fuel is clean. Water may be in the fuel and unrelated to the line pick up.
Does the engine spin when you turn on the starter? If not follow the below.
Without the spark plugs in the engine and the key in the "off" position turn the flywheel by hand. Does it turn easily? If not, pull the lower unit of the engine. Try it again. If the flywheel does not turn with the lower unit off the engine is seized. If it does the lower unit is seized.
If the flywheel turns easily, do a compression check. All high and even? If there are any differences in compression, the head needs to come off to see if there is any damage.
If the flywheel turns, the compression is good, check your spark. This should be done with a good spark board. You can put the plugs against the block and watch for a spark when you turn the engine over.
If you have spark and compression, a freely moving engine, good fuel and it still does not start, pull the flywheel and make sure the flywheel did not shear the keyway when you picked up that line and is completely out of time.
