Outboard runs 20 degrees off center, ? normal

I tried posting this question in the engine topics thread, but it says I don't have permission, so I'm posting it here.

So last week I raised the motor two holes to get rid of the spray and I thought everything was perfect until today . . .

When I'm running around 5000 rpm's the boat tracks straight but I when look back at the outboard I noticed it is turned about 20 degrees off center. When I slow down it returns to being centered again.

It runs and tracks fine otherwise.

I did remove the steering wheel a few days ago and the brackets that hold the steering linkage to the dash so I could get behind the dash to tighten down a new battery condition gauge which I installed into the dash.

I really don't think this has anything to do with the outboard turning a few degrees while at higher speeds though, but I don't know?

The wheel was off and I thought I put the steering wheel back about 45 degrees off. I pulled the wheel off again and moved it back 45 degrees but that made no difference as the outboard was still 20 degrees off while on plane so I moved it back again in the position that when the spokes are horizontal the outboard is centered.

But as soon as I'm on plane again the wheel is 45 degrees off and the outboard is 20 degrees off.

Do you think there is something like a spring loaded linkage that may have released when I unbolted the shaft to get behind the dash?

Or can raising the outboard up two holes cause this issue? Otherwise it runs very well now!
