Check the lingage cables. Have someone move the shifter and watch the cable. There may be a kink or a jam. Normally there is a neutral safety switch incorporated where the linkage is at the motor. A bolt may have loosened.

The shifter has 2 cables. One for throttle and one for shifting BUT at the engine the shifter cable activates the shift linkage (yup a 3d cable) to the outdrive.

The amount of travel required is minimal for the shift cables. Just give it a visual look and you may see a problem.

The outdrive F N R has no relationship to starting it can be in any gear. The problem is the linkage inside the motor conpartment.

Bob

If this is an older Volvo you can remove a cover plate on the back of the outdrive. There is a rocker that controls the Gears. The pin that hold the rocker may be broken.

I agree with Bigmo, if it is the older unit, remove the back cover. The rocker that he is talking about should be straight across for the neutal position. Once you have the cover off, push your shifter forward, check the rocker, then try reverse, check the rocker. Did it move? If it didn't, then you have a cable or shifter problem. I had a set screw come loose in my Morse Control, the lever would move back and forth, but it wouldn't push or pull the cable. Centered the lever on the flat spot on the shaft, tightened the set screw and back in business.

It would help if you would let us know about what year unit that you have. Does you controls have seperate levers, or do you have one lever for throttle and shift?
