Ourboard Shifting problem

Greetings All, I recently performed a newbie boater mistake. While draining the lower end oil of my 63' Evinrude 28hp outboard, I took the phillips head screw out instead of the standard drain plug for the oil. The phillips head holds the rod that shifts the motor from forward to reverse and neutral. The problem is that I can tip the motor up, put it in neutral and get the bolt to go back in but the motor will not shift properly. It seems stuck in the forward gear. I can move the shifter from neutral to reverse but it will not click into the forward position. If I run the motor, it looks like the prop is moving as if it is in forward. It will physically move but doesn't seem to change anything. I have forward but no reverse or neatral. Is there a proper method for setting this back up properly? Thanks in advance.

what you did was remove the pivot screw for the shifting fork. remove the motor lay it on its side and using a scribe or a long nail through the hole line up the hole in the fork with the hole in the lower unit. then reinstall the screw. from your description you missed the hole in the fork.
