This is an inboard, right? It has a rudder shaft that comes up from the bottom? If someone reassembled the steering mechanism incorrectly while replacing a steering cable for instance, and switched stuff around back there, that might be the sorce of your problem. In any case, anyone skilled in working on a boat like that should be able to identify the problem pretty easily. No rocket science involved here. It's a pretty simple system.
