Things done so far

New Fuel line all the way from tank to carbs including primer bulb.

New fuel tank Vent triple verified to be open.

Carbs entirely cleaned, including fuel pump.

Needles replaced and floats adjusted.

Wants to Idle really high and Alot of blue smoke coming from it.

Turn choke off and motor Surges then dies.

if you push primmer bulb is it soft will it keep motor running? my thoughts are you have a bad diaphram on the pump i know u rebuilt it but sometimes you get bad ones

Squeezing the primer bulb will not keep it running bulb is not soft but not firm.

Whats way rich? I went to the lake last weekend and filled her up on the water, poured ~13 oz of oil in first and then my 6 gallons of gas. It started right up long enough for me to get off the beach and then died. It would run when the key was pressed in and throttled up and smoked an ungody amount until I realized the gas and oil were never mixed in the tank, just poured in. I rocked the boat back and forth for about a minuite then tried to run it again. After about a minuite or two it was back to good and ran like a champ. I don't know if you could have sucked in a bunch of oil and just need to run it. If you truly think you have way too much oil in the tank be careful of running too much of it though the motor. When there it too much oil the mixture becomes lean and lean melts pistons.

i have mixed my fuel slightly too rich before and i guess it could do that if it had too much oil in it but i dont know for shure mine just bogged down a little

Way to much oil is to rich I was on the lake when I mixed this it is probably close to 20:1 which will not melt the rings. To lean is when there isn't enough oil in the gas ie engine d doesn't get enough lubrication and will usually sieze the motor. I forgot about this tank being mixed rich but would a rich mixture cause this? I figured it might foul the plugs

Had the same issue with mine. diaphram/check valves, needed to be replaced. if you say you replaced the diaphram you should be good there.take a look at the check valves !Have you checked your compression .if you dont have enough compression the fuel pump wont pump.2-stroke O.B. recomended ratio is 50:1 you are asking for trouble if you run different other than at break in on rebuilt or new c.b.
