ongoing problem with water in starter

Okay....I'm new enough to not even word this correctly. Have 18 ft. Stingray with Volvo engine. On 4th repair for starter that gets wet as water enters the baffles. They say we are driving it too hard, but also admitted Volvo has a fix. This time $1100 as it got to the gaskets. Is this a design flaw and has anyone found any resolution? Our dealer (we service only, bought from a private owner) says he has no liability. Fixed boat, but won't guarantee that it won't happen again. We slow down before cutting engine....all the things they have said to do. We are wimpy drivers! Is there not a class action group on this?
