Omc sea drive 1.6l - finally started after throttling up

A buddy and I ventured into powerboats together with a1984 19' renken with a 115 hp OMC sea drive. The boat had not been moved since 2005 but was just rebuilt prior. After new fuel line, battery, plugs, and wires we got it to start. But the only way was for us to disconnect the throttle cable and open carbs up while cranking.

Once running, it seemed strong but smoky but that seemed ok since sitting so long but maybe that is positive thinking. We got it down close to idle after a few seconds of running.

What would be the next thing to look at/clean?

Get the lower unit in a barrel of water,(2-3" above split between leg and gearcase), then run.
Check engine temp at both heads, best done with an IR gun. Should be about 140-250F at both sides.
If not, change impeller and thermostats.
Change gearoil, lube, clean all electric ground connections (harness, powerpacks etc), then give it a run!!
Using pre-mix or still on VRO?

Thanks - The vro is still in there. Is that good or bad? Is there a way to verify it is still running? Or does it work on vacuum?

If no oil leakage, if the alarm system works properly, I'm not against the VRO.
However I do not like the old 'plastic' type oil-hose they used at that time. Make a mark on the oil-tank, take a trip at sea, refill fuel and oil. It should use about 2% oil. If engine is smoking a lot and the oil consumption is higher than 2%, it might be an indication that either the pump is due for rebuild at the fuel side or an air leak somewhere in the fuel line system. Ad 1% oil in the fuel until you have verified that it works properly. If too low oil consumption, cut and block the oil-hose into the pump, un-plug the contact between pump and engine harness as well as the leads from VRO tank to engine, and run on 2% oil in the fuel.

Thanks a ton. All the fuel and oil lines were rotted so we already replaced.

Do you know why I would have to manually open the throttle to get it to start? I was thinking stuck choke but only guessing.
