I've heard of people getting a livestock trough,filling it up with water, and putting the hose in it with the water on, as a way of runnning the engine when it is not in the water--this is really more like actual operating conditions in the water as well, you have to get a big one though, since the engine will pull up a lot of water in a short period of time.
