Welcome aboard:
On your engine, there should be an ID tag. Mine is toward the read on the driver's/starboard side. Use that ID tag to identify your drive system. In a 4cyl OMC, your drive is a 400 Stringer and by '84 you should be a full mechanical shift. OMC didn't really have model numbers on the drives.

Tilt and trim are two different systems on an OMC Stringer. Do you have mechanical or hydraulic trim? (should be on the front of the engine)
With the tilt, you could have all sorts of things going on. Is it working at all? Has it ever worked?
