omc 3.8 hole on sterndrive identification

Its a 1981 omc 3.8 v6. The pee hole next to the muffs is working fine... My question is what are these other holes. They are higher on the drive, and there are 2. One on each side of the drive. What are these and what do they do? Anyone? also, anyone know how much horsepower it has?

Drain holes. My old '84 3.8 with the 2 bbl. carb was listed as 170 H.P.
