Omc 140 wont go WOT

140 Omc
Compression 120/130 psi NO bleed down
New head gasket
New points condensor resistor plugs wires and cap
Valves and timg set professionally 7 degrees ADV.
Clear gas lines with clear inline filter

This boat will not get WOT .. There is air in the fuel line . Any ideas where to start ?
