Have older (70's)Sears kicker on my boat.
Will start after I shoot starting fluid into chamber thru plug hole.
After that it will start right up but if I let it sit for a couple hours,I have to do the same thing.
It runs and idle down fine, the air mixture valve is working fine.
How does the engine get gas to the chamber initially? could a line be blocked?.
It also will struggle at top end.

DO NOT USE STARTING FLUID!!! it is best way to ruin a 2 cycles engine. put premixed gas in a spray of squirt bottle. do you pump the primer bulb before trying to start.
