ok, i've cleaned it up, ready to start it up, but it in a barrel, used the right mixed in gas, primed the carb, pulled the cord, nothing, now what would b the procedure, start checking where?????????????, etc, its a old 1926 johnson, 2 horse, i just got all the books about the motor in the mail today, parts book, operation book, and what ever the 3rd book was, but would like the input from people more experienced then me, thanks jerry

Motors that old, unless they were running recently, usually have bad coils.

Shop manual should have a logical procedure for troubleshooting.

Also, many oldies have some pretty funky starting procedures.

Did you do the usual checks--compression, spark, fuel delivery? I'm assuming it has its own fuel tank and it is a gravity feed. I haven't worked on a gravity feed outboard, but my lawn mower had the same problem. I pulled the carb, emptied the fuel from the carb bowl, checked the float and needle valve, blew out the carb with an air compressor, and put everything back together. Started on the first pull after. It was a new motor, so I knew compression wasn't an issue. I had spark, so it had to do with the fuel delivery.

Check your diagnostics first.
