I have a 2003 15hp 4 stroke mercury outboard engine and oil came out of my carburetor i looked for a pcv valve and did not see one so I don't think my engine has one and I did a compression test and had 120-125 psi
could this indicate blow by on my piston rings and be the reason for oil coming out of my carburetor?

See if it fills up again. Sounds like a stuck open carburetor float.
I will. I cleaned my carburetor multiple times thinking it was that and it did not fix it my maybe it's broken. Also how would a stuck open carburetor cause oil to leak from it doesn't that only control gas?

Do a simple carburetor float check.
Start squeezing the Rubber Primer Bulb about 6 times. Post how many squeezes you were able to do. Do not do more than 6 times.

One way for gas to get in the oil is via a defective fuel pump.----Oh --these 4 strokes with all their hidden issues.

Doubtful the following bulletin from Mercury marine would be your exact problem and it isn't for your engine model but I'll share it just to help gain ideas of other possibilities too.

Need your engine serail number to know your exact parts catalog but using a parts guide link next, check, follow and pull off some vent hoses at the breather assembly to carb, etc. and see if oil is flowing in the lines and filled the breather. You'll want to find a service manual for your engine model too as it may help guide you along.

Oil does come out of the breather box that is attached to the carb. I am just not sure if I gets there through the carb or breather lines. Today I will try to start it and see.
