I bought a boat that is 15’8” from a guy in Ohio and now can’t get it legal with just a bill of sales. The guy I bought it from got it from a guy that gave it to him for some work he did for him so he never registered it and the guy before him never registered it in his name so he can’t get a title for it and he says he don’t remember where or who he got it off of. I’m in wv can anybody help with this problem?
