yes there are seals. install tube up to block first then bring lowerunit up to tube you may need an extra set of hands. water should come out of peehole w/flushing cup&hose connected without engine running. also w/ engine cover off make sure powerhead to exhausthouseing gasket is not leaking while running. goodluck

Don't mean to butt in here, but water should not come out the pee hole unless engine IS running. Is it does come out without engine running then you have a problem with the water pump.
