My dad has another boat that we have used as a row boat for many years on ponds and lakes that we cant use gas motors on, well he wants to put a motor on it and he needs a hin because its never been registered, the application states that an inspection is needed before a hin is handed out for it, what do they look for?? Its an old metal boat he want to use for fishing when hes by himself, what do they look for?? Has any one else went through this process in NYS?

They look to see if the boat had a HIN and if it has been removed. It prevents stolen vessels and is a safety measure. Nothing to worry about and just get it done. They are NOT inspecting the boat/motor/safety etc....... they are just going to look at the hull.

I went through a similar process in MA for a row boat that I made and wanted to put a motor on it. It is no big deal, they just looked it over, did some measuring, and then assigned a state issued HIN to it.

it was remarkably a painless process.

Ayuh,... It's a fairly new process, that finally allows Us to register ole hulls, that ya couldn't a few years ago,...

It used to be that ya needed signed off transferable registrations that created a paper trail, from new, through each owner to the current date,...

Now, you'll be able to register a hull that the previous owners are all long gone,...

Maybe a manufacturers serial number, but probably not a "official" HIN, these didn't become standardized until the 70's. I have 1964 that uses the serial number (only about 7 numbers, way too short to be an actual HIN).

Yes. In the 60's many of those numbers were on glued on labels that did not last. Starcraft was popular for doing that in the early 60's.
