ns40d not pumping water

im working on a new to me outboard. I checked the impeller and it was fine. The tube from the block out the pee hole was plugged, so i unplugged that. Reassembled the motor and ran in a barrel of water, no water peeing out. I cad blow through the pee hose through the block fine, and from the water pump tube up. bu if i plug one i can still blow are out somewhere below the block above the lower unit. Any ideas, is this normal???

The pee tube is only an indicator that the water system is pressurized. The majority of the cooling water exits with the exhaust. If the pee tube is connected and clear, it should pee any time the motor is running. I would re-visit the water pump. Is the motor overheating? If not, the problem is still with the pee tube. If you have "air" (exhaust) coming out of the pee tube, you aren't pumping. In a small barrel, the bubbles from the prop may get sucked into the pump intake, reducing the cooling water.
