Now 25 HP won't turn over, just clicks

I'm working on my ~1990 25 HP Johnson. With thanks to Danny K and MG for answering my previous post, I got the new engine controller hooked up and cranked the engine, but it wouldn't start with throttle at idle (as always). Thought I'd be clever by setting it to a slighly higher idle. This time it fired up, but revved way too high. Probably ran for 1 or 2 seconds at most. Lowered idle, but throttle seems stuck in slightly open position and now engine doesn't turn over. About half the time I hear a click (starter solenoid?), other half not even that. Battery is fully charged. Tried rapping on the starter (maybe should have used a bigger hammer? :) ?)

Is this an electrical problem unrelated to over-revving? Did I sieze the engine? Did the boating gods curse me for not quitting while I was ahead? Any suggestions greatly appreciated. -glen

p.s. This is in my yard and of course this time I forgot to turn the hose supplying cooling water, but don't think ran long enough to be an issue.

Will it turn over by hand?

As for starting check the "Outboard Won't Start" in the FAQ section.

Does sound like a bad connection. Once you do the connections again, try disconnecting that control cable again just to elimate it as causing a problem. When I mentioned adjusting the rod, you must be carefull to assure that when the throttle is in neutral so is the motor and it is not advancing the throttle off the idle stop. When the time comes that you do get it started, make sure you got water flow. If not fix that first.
