"novin" Vin number

So I just remembered I have a boat on a trailer that I left in a friend's backyard and forgot about in 2014. I went and looked at it today, obviously it's gonna be a project to restore this thing, but I've got time and motivation to do it. But I have no paperwork anymore. Title for boat and trailer is in my name, I figured out how to get a duplicate boat title, but the trailer is turning out to be difficult.

I have the plate number and went to an autotag shop to get them to look up the title number, but I guess cuz I haven't registered the trailer in 8 years the license plate doesn't come up when they search it. Then I tried to give them the Vin number I found on the trailer which begins with "novin" followed by a bunch of numbers, but the guy Behind the counter just typed in the numbers, not the letters and didn't find anything. How do I get my damn title number?

I tried calling Pennsylvania DOT, they won't even put me on hold cuz the queve is so long. I'll try first thing in the morning next business day I guess.

I guess after all that my question is look at this picture.. is this a valid Vin? Did the counter guy screw me by not typing in "novin" before the numbers? Thanks
